SERVICE ANALYSIS & COMPLIANCE

     The Service Analysis and Compliance Section monitors the quality of service of all local exchange telephone service providers operating in Alabama, both incumbents and competitive companies. The staff conducts inspections to compare existing levels of service with required APSC rules, industry standards, Rural Utility Service (RUS) requirements, and various electrical and safety codes. The staff also reviews plant records, sets capital recovery rates, and monitors construction involved in plant upgrades and additions. The staff also examines construction work funded by the Universal Service Fund.
